Green Jobs in Ukraine: High-Level Presentation of the Research Findings
EN: On 3 March, the results of the study “Green Jobs in Ukraine’s Recovery: Veterans’ Reintegration into the Labour Market” were presented at the Hyatt Regency Kyiv to heads of government authorities and members of the diplomatic community in Ukraine.
The study was carried out within the framework of the Green Recovery Platform for Ukraine through a partnership between the United Nations Environment Programme (UNEP), the International Labour Organization (ILO), and the Living Planet NGO, with the support of the Ministry of Economy, Environment and Agriculture of Ukraine and other partners. This initiative is the first attempt to systematically map the green labour market in Ukraine and to demonstrate the important role that green jobs can play in the successful reintegration of veterans.
The comprehensive study, which analysed more than 715,000 active business entities across key sectors, identified the potential to create around 2 million new green jobs over the next five years — a result of major importance for Ukraine’s post-war recovery, economic development, and social cohesion.
The assessment shows how the unique skills and wartime experience of veterans can be transformed into valuable assets for Ukraine’s green transition across sectors including renewable energy, sustainable construction, waste management, land restoration, and the circular economy.
The event was held at a high level, and the research findings formed the basis for the development of a roadmap to increase the number of new green jobs and support the reintegration of veterans into the green labour market.
UA: 3 березня в Hyatt Regency Kyiv відбулась презентація результатів дослідження «Зелені робочі місця у відновленні України: реінтеграція ветеранів на ринок праці» для керівників органів державної влади і представників дипломатії в Україні.
Дослідження виконувалось в рамках Платформи дій щодо зеленого відновлення України в партнерстві між Програмою ООН з навколишнього середовища (UNEP), Міжнародною організацією праці (ILO) та ВГО «Жива планета» за підтримки Міністерства економіки, довкілля та сільського господарства України та інших партнерів. Ця ініціатива є першою спробою системного картографування зеленого ринку праці в Україні та демонстрації важливої ролі, яку зелені робочі місця можуть відігравати в успішній реінтеграції ветеранів.
Комплексне дослідження, в якому проаналізовано понад 715 000 активних суб’єктів господарювання в ключових секторах, виявило потенціал для створення ~ 2 мільйонів нових зелених робочих місць протягом наступних 5 років – результат надзвичайного значення для післявоєнного відновлення, економічного розвитку та соціальної згуртованості України.
Оцінка демонструє, як унікальні навички та досвід ветеранів воєнного часу можуть бути перетворені на цінні активи для зеленого переходу України в різних секторах, включаючи відновлювану енергетику, стале будівництво, управління відходами, відновлення земель та циркулярну економіку.
Захід відбувся на високому рівні, а результати дослідження за сформували підґрунтя для формування "дорожньої карти" збільшення кількості нових зелених робочих місць та реінтеграції ветеранів у зелений ринок праці.

EN: Matthias Schmale, UN Resident and Humanitarian Coordinator in Ukraine: “Even during the war, Ukraine has a unique opportunity to combine recovery with climate and environmental transformation. We must do this while adhering to three core principles:
Human capital: No reconstruction is possible without the people who will carry it out.
Technology and innovation: Distributed generation, renewable energy, new technologies in the agricultural sector, and innovation can all become part of the green modernisation of the economy.
Scale: If we are talking only about dozens of people, these are pilot initiatives. But the creation of 2 million new green jobs can become a real driver of transformation.
At the same time, such a transformation is impossible without broad partnership. Business plays an important role, but it cannot deliver these changes on its own — the participation of the state, international organisations, educational institutions, researchers, and the expert community is also required. That is why it is essential to build a bridge between the labour market’s demand for new green skills and the education system that develops them.
Based on the results of the study, a roadmap has been developed. The next step should be coordination and joint efforts to attract technical assistance and investment aimed at implementing the recommendations presented in the report. This will ensure the large-scale creation of green jobs.

Людській капітал: Жодна відбудова неможлива без тих, хто буде її реалізовувати.

За результатами дослідження розроблена "дорожня карта" дій. Наступним кроком має стати координація і об'єднання зусиль для залучення технічної допомоги та інвестицій спрямованих на реалізацію рекомендацій, представлених у звіті. Це забезпечить масштабне створення зелених робочих місць.

We have gone through one of the most difficult winters, with attacks targeting the energy system, and nearly every thermal power plant suffered serious damage. That is why the support of international partners and the UN system — generators, transformers, humanitarian assistance — is critically important for Ukraine. This year, the UN plans to mobilise USD 2.3 billion to help more than 10 million Ukrainians in need of support, while around 5 to 8 million citizens have the status of internally displaced persons.
At the same time, Ukraine’s recovery is impossible without people. Millions of Ukrainians have been forced to leave their homes or go abroad. That is why the creation of green jobs is becoming a strategic priority — it is a pathway to reintegrating veterans into civilian life, bringing Ukrainians back home, and rebuilding the economy. Investment in the green sector means investment in energy independence, modern industry, resilient communities, and long-term stability. Our task is not simply to restore what has been destroyed, but to build a stronger, more competitive country in line with European standards and to ensure a dignified future for people…”

Ми пережили одну з найскладніших зим, коли атаки були спрямовані на енергетичну систему, і майже кожна теплоелектроцентраль зазнала серйозних пошкоджень. Саме тому підтримка міжнародних партнерів і системи ООН — генератори, трансформатори, гуманітарна допомога — є критично важливою для України. EN: Hanna Zamazieieva, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine: “Today, thousands of engineers, technicians, and electricians are serving in the Armed Forces of Ukraine, while these are precisely the specialists who are critically needed to implement energy and infrastructure projects. Ukraine is receiving generators, modular boiler houses, solar panels, and funding from international partners, but the physical implementation of these projects is often delayed due to a shortage of qualified professionals. That is why energy efficiency and the training of energy auditors and energy managers have become one of the strategic priorities.
To address this shortage, eight regional decarbonisation and energy efficiency offices are already operating in Ukraine — in Kharkiv, Dnipro, Kropyvnytskyi, Rivne, Mykolaiv, Vinnytsia, Zhytomyr, and Odesa. These centres provide seminars, workshops, and retraining programmes, including for veterans. In February, the first specialised seminar for veterans on employment opportunities in energy auditing and energy management was held in Mykolaiv. The Ukrainian School of Energy Auditing and Energy Management has also been launched and operates in line with international standards. The next step is to scale up these programmes across the country together with international partners, because the speed of Ukraine’s recovery directly depends on how actively we invest in people today…”
UA: Ганна Замазєєва, голова Державного агентства з енергоефективності та енергозбереження України: «Сьогодні тисячі інженерів, техніків і електриків служать у ЗСУ, тоді як саме таких фахівців критично бракує для реалізації енергетичних і інфраструктурних проєктів. Україна отримує генератори, модульні котельні, сонячні панелі та фінансування від міжнародних партнерів, але часто фізична реалізація цих проєктів затримується через нестачу кваліфікованих спеціалістів. Саме тому енергоефективність і підготовка енергоаудиторів та енергоменеджерів стали одним із стратегічних пріоритетів.
Щоб подолати цей дефіцит, в Україні вже працюють 8 регіональних офісів декарбонізації та енергоефективності — у Харкові, Дніпрі, Кропивницькому, Рівному, Миколаєві, Вінниці, Житомирі та Одесі. У цих центрах проводяться семінари, воркшопи та програми перекваліфікації, зокрема для ветеранів. У лютому в Миколаєві відбувся перший спеціалізований семінар для ветеранів щодо можливостей роботи у сфері енергетичного аудиту та енергоменеджменту. In the course of the study, we identified 534 occupations that can be adapted to green standards. Demand for green competencies opens up employment prospects for veterans in recognised, competitive professions with decent working conditions.
To accelerate the development of the green sector, Ukraine urgently needs to approve a unified national taxonomy of green economic activities in line with EU standards. This will provide the basis for attracting investment, ensuring transparent assessment of green businesses, and preventing ‘greenwashing’...”

EN: Among employees of environmental authorities, institutions, and organisations, there are many veterans who went to defend the country from the first days of the war. Some of them, unfortunately, were killed, but a significant number are still serving or are already returning to civilian work. Their experience is of great importance for Ukraine’s recovery — particularly in the areas of demining, environmental monitoring, drone operations, the deployment of digital technologies, and environmental oversight.
UA: Серед працівників органів, установ і організації у сфері довкілля багато ветеранів, які з перших днів війни пішли боронити країну. Частина з них, на жаль, загинула, але значна кількість нині продовжує службу або вже повертається до цивільної діяльності. Їхній досвід має величезне значення для відновлення України – зокрема, у сферах розмінування, екологічного моніторингу, управління дронами, впровадження цифрових технологій та контролю за станом довкілля.
EN: Mykhailo Buchak, a Junior Sergeant who, after being discharged from the Armed Forces of Ukraine, headed the Centre for Scientific and Environmental Information and Digitalisation at the State Research Institution “Institute of Environmental Restoration and Development of Ukraine”: “The creation of green jobs for veterans of the Russian-Ukrainian war is important for Ukraine’s recovery. Such jobs help veterans return to peaceful life and earn a stable and decent income. They can work in environmental restoration, energy-efficiency projects, and waste management. This project benefits people, nature, and the state alike. I am convinced that the roadmap developed as a result of the project is relevant for implementation already today and will remain valuable for Ukraine for many years to come.
